毫无疑问,美国软实力正快速衰退。这种观感,再加上美国近年在委内瑞拉及伊朗等地积极运用军事与强制力量,使外界愈来愈认为,一个国家的全球影响力,未来将更取决于其公信力、国际规范与价值认同,而非军事力量、经济制裁或战争能力。
真正的教训在于,当一个国家过度依赖硬实力——包括军事力量、经济制裁及单边“让美国再次伟大”政策,便会陷入一种吊诡:那些原本用来达成短期战略目标的工具,同时也在摧毁软实力最重要的基础,即吸引力。
在资讯高度分散、社交媒体主导全球舆论的新时代,美国早已不再垄断全球叙事权。全球对特朗普试图干预世界杯赛事的强烈反弹,也反映出一个事实:在软实力的竞争场域中,昔日的世界霸权,如今已无法逃避全球舆论的审视与批判。

Sporting events are remembered not only for the winners, losers and individual and team performance but also for the fair or foul play, sporting integrity or lack of it, and memorable incidents on and off the field.
One incident that emerged to become headline news and a focal point of controversy in the 2026 FIFA World Cup tournament was the personal intervention by the American president following the match ban on U.S. striker Folarin Balogun. Following Balogun’s red card in the U.S. match against Bosnia and Herzegovina, in an unprecedented move, Trump pressured FIFA President Gianni Infantino for a review of the suspension.
FIFA subsequently invoked Article 27 of its disciplinary code to suspend the one-match ban for a one-year probationary period, effectively clearing Balogun to play in the round of 16 match against Belgium.

Over the past decade, American soft power has experienced a notable and, by many metrics, sustained decline. While the United States remains a dominant cultural and technological force, its ability to influence global affairs through attraction and institutional leadership has been eroded significantly by political polarization, shifts in foreign policy, and a changing global order.
This latest unprecedented but what most observers view as typical Trumpian bullying conduct may just be the biggest hit to American soft power given the global audience of football. Even normal supporters of the U.S. have gone quiet or are in hiding on this incident.

Polling data has already reflected a significant erosion of the world view of the U.S.
Favorability Ratings: According to Gallup, the percentage of the global population that views the U.S. favorably has remained largely below 50% since 2021. By 2026, roughly 40% of the world views the U.S. favorably, while 59% express an unfavorable view.
The "Reliability" Gap: Recent surveys from the Pew Research Center indicate that in many nations, majorities do not believe the U.S. contributes to global peace and stability or takes the interests of other nations into account.

Transactional Diplomacy: A shift toward transactional and coercive approaches in international relations has come at the expense of "soft" attraction, as observers note a tendency to prioritize immediate national interest over long-term alliance building.
2. Domestic Political Polarization
Democracy and Rule of Law: Polling consistently shows that the global public is increasingly skeptical of American style democracy. As U.S. domestic institutions are seen as unstable or polarized, it diminishes the "model" power that historically attracted foreign audiences.
Institutional Trust: Domestic political volatility and foreign interventions has led to a perception that the U.S. is incapable of delivering on promises of stability, directly impacting its brand as a predictable global leader.
3. The Rise of Strategic Alternatives
China’s Multi-faceted Strategy: China has actively addressed its own perceptual weaknesses, focusing on economic expansion, technological advancement, and cultural engagement. According to the 2026 Global Soft Power Index, China has overtaken the U.S. in "Reputation" for the first time, positioning itself as a credible alternative for countries marginalized by Western-led structures and interpretation of rule of law and order.
4. Cultural and Technological Dominance
Despite the decline in political and diplomatic soft power, the U.S. retains a core of attraction through its cultural hegemony and dominance in arts, entertainment, and media. Some of its strongest supporters include those in Europe and Asia. They are associated with conservatives, extremists and fascists who blindly hero worship American achievements and see the U.S. as saving the world especially against China.
Another key positive is that Silicon Valley’s leadership in science and technology, and the internet, remains a primary anchor, ensuring the U.S. stays central to the global agenda.
Conclusion
There can be no doubt that American soft power is in precipitous decline. This perception, reinforced by the aggressive application of hard power in Venezuela and Iran, rests on the premise that global influence is increasingly derived from credibility and alignment with international norms, rather than hard power, coercive capacity and the pursuit of war.
The fundamental lesson is that when a state prioritizes hard power—military force, economic sanctions, and unilateral MAGA policies—it creates a paradox where the tools used to achieve tactical objectives simultaneously destroy the attraction that defines soft power
In an era of decentralized information and dominance by social media, the U.S. no longer has a monopoly of the global narrative. The global outrage over Trump’s attempt to influence a sporting event is indicative that, in the arena of soft power, the world's hegemonic power is no longer free from global scrutiny and criticism.
